Community Water Supply

Community Water Supply System: The Community Water Supply System operates to serve the entire area under the Community Council. It covers all public roads, including rural areas. There are two water tanks, each with a capacity of 500 Klit (500 tons). One is located in the Petridion area, near the chapel of Saint George in Emba, serving the higher parts of the community. The second tank is in the area of the Cyprus Tourism Organization plots in Emba, catering to the lower area, including the coastal area below Chloraka Avenue and part of the rural area beneath Marathona Avenue.

The water tanks are connected to the network of the Asprokremmos water treatment plant, meaning that the network transporting drinking water to the tanks and the associated meters are government property. Beyond the tanks, the network belongs to the community and has been fully replaced with a new UPVC pipeline system. The replacement work was completed in 2012 at a total cost of €5,950,000, with a community contribution of €1,125,000, as an initial loan from the Chloraka Cooperative. As of December 31, 2016, the outstanding loan balance was €800,000.

Pricing of Drinking Water: Water pricing is structured as follows:

  1. Residential Units – Individual Apartments:

    • Fixed charge: €8.50
    • Consumption rates:
      • 0 – 50 tons: €0.85 per ton
      • 51 – 100 tons: €1.00 per ton
      • 101 – 150 tons: €2.00 per ton
      • 151 tons and above: €4.00 per ton
  2. Businesses/Stores:

    • Fixed charge: €8.50
    • Rights charge: €6.50
    • Consumption rates:
      • 0 – 50 tons: €0.85 per ton
      • 51 – 150 tons: €1.00 per ton
      • 151 – 250 tons: €2.00 per ton
      • 251 tons and above: €4.00 per ton
  3. Small Tourist Units – Restaurants:

    • Fixed charge: €8.50
    • Rights charge: €50.00
    • Consumption rates:
      • 0 – 50 tons: €0.85 per ton
      • 51 – 150 tons: €1.00 per ton
      • 151 – 250 tons: €2.00 per ton
      • 251 tons and above: €4.00 per ton
  4. Hotels – Organized Apartments:

    • Fixed charge: €8.50
    • Rights charge: €170.00
    • Consumption rates:
      • 0 – 2000 tons: €0.85 per ton
      • 2001 tons and above: €1.50 per ton
  5. Large Families:

      • 0 – 60 tons: €0.85 per ton
      • 61 – 100 tons: €1.00 per ton
      • 101 – 150 tons: €2.00 per ton
      • 151 tons and above: €4.00 per ton
  6. Temporary Connections – Shared Meters:

A late payment fee of 10% is charged for unpaid invoices at the end of the year.

Pricing is based on the preparation of a technical and economic study for water management, in accordance with existing legislation and the operational regulations of the Community Council. New legislation (Regulations for Pricing and Cost Recovery Mechanisms for Water Services, K.D.P. 128/2014) will lead to adjustments in the existing water pricing, with updates provided to consumers.

Excess Water Consumption / Damage to Private Networks: The pricing indicates that for consumption exceeding 100 tons, the rate is €2.00 per ton. There have been numerous instances of excessive water consumption due to issues in private networks after the water meter. When such problems arise or high consumption is evident, the consumer submits a request for a meter inspection. If the high consumption is attributed to a fault in the private network, the following procedure is followed:

The service conducts an inspection. If it confirms that the damage has been repaired, the Secretary instructs the Accounting Department to adjust the billing. The adjustment is calculated based on the average consumption from the previous year per quarter, with the excess charged at €1.00 per ton.

First Connection / Installation of a New Water Meter: New consumers submit a request for meter installation, which is examined by the Secretary in collaboration with the Technical Services. The applicant must comply with building permit conditions and pay the required fees. If it is a simple case (e.g., a registered plot with an existing connection), the Community Water Supply Department installs a new meter. Installation procedures are specified for single meters on ‘P’ type poles and for multiple meters in a central distributor.

When there is no existing connection, and it is stated in the building file that the connection will be made under the supervision of the Community Council, the applicant pays the connection cost, and the Water Supply Department carries out the work.

The new consumer must pay the following fees:

  • Registration fee: €70.00
  • Meter value: €50.00
  • Labor: €30.00
  • Materials: €35.00

If the applicant is a buyer of a new property without issued title deeds (such as in large residential complexes), they must also pay a deposit of €239.00, which is refundable upon securing a separate title deed from the Department of Land and Surveys in their name.

Rental of Property by Tenants: For rental properties, the following procedure applies:

The tenant applies for the meter registration in their name by submitting proof of the rental agreement. The Community Council transfers the meter to the tenant upon payment of a €239.00 deposit (which includes €171.00 for tax and €68.00 for water consumption). This amount is refunded to the tenant upon their departure, provided no outstanding tax or water consumption fees are due. Note that the property owner may keep the meter in their name, which requires them to pay annual taxes – waste collection fees, community service contributions, and water consumption charges.
